Abstract of the Lecture:

The writing material in the Han period was wood or bamboo cut into slips.  Han lü漢律 and Han ling 漢令 were written on wood and bamboo slips.  The format of law, the authorization of law, and the editing of provisions in a law were closely related to the material to write them on, i.e., wooden slips.  It can be true, therefore, that the format of law was determined by the writing material.
